Chocolate Pudding Cake

Preheat oven to 350 degrees F.
Mix together flour, 1/4 cup sugar, the 1 tablespoon cocoa powder, baking powder, and salt.
Add milk, oil, and vanilla.
Stir until smooth.
Pour batter into an ungreased 1 1/2 quart baking casserole dish.
Mix together the 1/2 cup sugar and the 2 tablespoons cocoa powder in a small mixing bowl.
Gradually stir in the boiling water.
Pour evenly over batter in the casserole.
Bake 30 minutes.
Cool 20-30 minutes.
